When Parliament resumed at 2pm Speaker Lockwood Smith said the final vote of the Animal Welfare (Treatment of Animals) Amendment Bill would be amended from 62 against and 57 for, to 62 against and 56.

When Parliament resumed at 2pm Speaker Lockwood Smith said the final vote of the Animal Welfare (Treatment of Animals) Amendment Bill would be amended from 62 against and 57 for, to 62 against and 56.

A petition was presented from John Aloro on behalf of the Sudanese Community and 154 others, requesting that the House support and assist the referendum in Sudan to be held in early January 2011 and to raise public awareness of the dire humanitarian situation there.

A number of annual reports were presented including those from the:

*Human Rights Commission;
*Independent Police Conduct Authority
*Licensing Authority of Second Hand Dealers and Pawn Brokers
*Maori Battalion Scholarship Fund
*Tourism New Zealand; and
*Two reports by the Attorney-General under the Bill of Rights Act 1990 on proposed amendment to s 24(e) and section 7of the Bill of Rights Act 1990 in the Criminal Procedure (Reform and Modernisation) Bill.

Reports by select committees were presented on the:

*Taxation (GST and Remedial Matters) Bill by the Finance and Expenditure Committee;
*The New Zealand Productivity Commission Bill by the Commerce Committee;
*Airports (Cost Recovery for Processing of International Travellers) Bill by the Primary Production Committee:
*Briefing from Aung Khaing Min by the Foreign Affairs, Defence and Trade Committee;
*Inquiry – into Petition 2008/79 of Timothy Sean Kirshaw Rooke by the Social Services Committee;
*Subordinate Legislation (Confirmation and Validation) Bill (No 2) by the Regulations Review Committee:
*Report from the Parliamentary Commissioner for the Environment on Making difficult decisions: Mining the conservation estate by the Local Government and Environment Committee;
*2009/10 financial review of Non-departmental appropriations for Vote Justice by the Justice and Electoral Committee;
*2009/10 financial review of the Parliamentary Counsel Office by the Justice and Electoral Committee

The Criminal Procedure (Reform and Modernisation) Bill was introduced as were the:

*Social Security Amendment Bill (No 3);
*Nga Wai o Maniapoto (Waipa River) Bill;
*the Social Assistance (Living Alone Payments) Amendment Bill;
*Electoral Administration Amendment Bill (no 2; and
*Environmental Protection Authority Bill
