Labour Leader Andrew Little said the bill was the most symbolic of all those to come out of the Budget. He accused the Government of breaking another promise by cutting the $1000 KiwiSaver kick starter payment.

National’s Gerry Brownlee said the money was being used to increase the benefits of those with children by $25 a week. The first such rise in 43 years and this was a better use of the money.

He argued there were still powerful incentives to save.

Labour MPs accused National MPs of taking advantage of the $1000 kick starter which others would now not be able to do.

The bill completed its second reading by 63 to 57 with National, Maori Party, ACT and United Future in support.

MPs then immediately began the committee stage.

The Border Processing (Arrivals and Departures) Levy Bill is still yet to be passed through all stages under Urgency.
